Not all human teams available as trade partners in new UI

When I go to the New Trade dialogue in the current UI all human owners are listed as available trade partners in the drop down box. In the new UI the list is incomplete:

CUST-21: The list is missing Corellia (MistbornJedi), San Francisco (LittleBear6969), and New York City (rhaums_).

CUST-35: Mordor (MistbornJedi), Denver (timinator1324), New York City (Khalb917), and Nashville (hparham865).

Is this expected (if so, what's the reason) or no?

Interesting. In the new UI I cannot initiate a trade. The trade page includes this:

"New accounts are restricted from making trades until they are 30 days old."

So looks like may be intentional since I've only been playing for a couple weeks. Though I have to say I don't see the need for the rule.

New players kept on getting shafted doing trades....The new trade meter helps this a lot but it still happens...So I guess it was decided to make new players wait...Plus you can see the type of trades people make....

It's intentional and was added so new owners will have an opportunity to learn more about how this game works before they start making trades.

It's so hopefully they don't start making bad deals they think are fair at the time, and end up hurting their team so much they quit.

There are some owners on here who jump at the chance to offer a newbie a trade, hoping they'll give up a 2nd round pick for a 4th, 5th and 6th (for example).

Reason why there is a 30 days for each account is because what happened in MFN 1 that had Detroit involved of dismantling their team.
