When is cap enforced?

Hi all,

I took over eastern KY and we've got a small cap issue. I'm doing a big cut this sim (or after draft, whenever it runs) to avoid having the AI pick the players to cut. These players have silly large contracts and not a lot of talent. When is the cap enforced, the beginning of regular season?

Basically it is the 1st preseason game
