I dont think so, Brumley is only a second year player, Ive got him rated at 68 vs the AI rating of 65. His speed is good at 75 and he has good cover skills. A DB with similar attributes is usually gone by the 3rd round, unless you luck out on a "boomer". I'm also a stat guy, especially when it comes to DBs. Speed means nothing with that low acceleration, he'll be lucky to even make it to the tackle in time.
In my opinion, your over-valuing acceleration Pernb, speed is still the primary attribute for most any defensive player, with or without accel, at least that's been my experience over a lot of teams and a lot of championships. And, for being "lucky to even make it to the tackle" so far in 2 games as SS2 and FS3, he has an interception, a knockdown, been thrown at twice and not allowed a catch and racked up 2 tackles that he's not supposed to be able to get to..... no complaints on performance so far.
